I can't get Quark to run

I can't get Quark to run

(Hopefully this forum isn't completely dead)

Hey guys. I recently had a burst of inspiration to pursue D-Day map creation after hearing a song that sounds much like something you'd hear in one of those occasional secret rooms. I installed Quark, but it crashes and says "Runtime error 217 at 0043F628" before the program can even open. I'm not sure what to do.
Signatures are used to easily distinguish between many different users in a variety of ways. The signature I have chosen is rather redundant, in that it's merely stating the function of signatures. Quite humorously though, this would still be seen as a very distinguishable signature.

Did you also install mini python (or whatever it's called)?

No, I didn't. Quark's main site says somewhere toward the bottom, "QuArK 6.4 and higher do NOT need Python (or Mini-Python) to be installed! See here for more information"

You need to right click the Quark exe and run it in compatibility mode

There's no option for compatibility mode. I did try "Run as administrator", but the same thing happened. I'm on Windows 7 by the way.
